Police Body Cameras:
A Complete Guide for Law Enforcement Agencies

A police body camera is a recording device worn on an officer's uniform that captures video and audio of their interactions in the field. Footage is uploaded at the end of a shift or over a cellular connection, stored under chain of custody, and released to investigators, prosecutors, and the public under agency policy and state law.
 

This guide covers what the research does and does not show, what a program costs beyond the hardware, and how to evaluate a system before you buy one. It is written for agencies running a selection process. Every figure is dated and sourced.

THE EVIDENCE IS MIXED, SO THE PROMISE MUST BE PRECISE

The research does not support every promise made in a sales conversation.

Body-worn cameras are among the most studied police technologies in the United States, but the findings are mixed. Agencies need to know which outcomes are supported before they put a number in a budget request or promise one to a council or board.

COMPLAINTS SHOW THE CLEAREST MEASURABLE EFFECT

A 2021 University of Chicago Crime Lab analysis found a 16.9% reduction in civilian complaints against officers wearing cameras (p=0.013). It is one of the clearest individual findings in the literature.

 

The finding does not explain why complaints fell. Behavior may change, complainants may act differently when a camera is present, or footage may help resolve complaints earlier. Those outcomes have different implications, and the studies cannot fully separate them.

USE OF FORCE DOES NOT MOVE CONSISTENTLY

Use-of-force claims need particular care. The research and vendor marketing do not always line up.

 

The 2020 Campbell Collaboration systematic review (Lum and colleagues) concluded that expectations for body-worn cameras "have not yet been consistently realized." The National Institute of Justice summary of roughly 70 studies reports no consistent statistically significant effect on use of force.

 

Individual jurisdictions diverge in both directions. Rialto, California saw reductions. Washington, D.C. found no measurable effect. Phoenix recorded a statistically significant increase.

 

The most recent synthesis, published by the American Institutes for Research in October 2025, looked at police reform efforts broadly. It covered 27 intervention arms across 18 studies, with body-worn cameras the largest single group at 10. It found use-of-force incidents 11% lower following reform, but the result was not statistically significant (95% CI -25% to +5%), and effects did not vary meaningfully by which reform was tested.

 

What that means for a budget request: Do not commit to a use-of-force reduction. Commit to measuring your own numbers before and after deployment, and say so in the proposal. An agency that promises a specific percentage is setting a target the research does not support.

COURT OUTCOMES REMAIN UNCERTAIN

Petersen and Lu, writing in Justice Quarterly in 2023, examined 12 studies and found no significant effects on arrests, charges, case dispositions, or convictions. The exception was domestic violence cases, where footage appears to make a measurable difference to prosecution.

Prosecutors still want the video. That is a real operational benefit and worth citing. It is not the same as a documented improvement in conviction rates, and the two should not be conflated in a funding request.
 

THE LATEST FEDERAL ADOPTION COUNT IS FROM 2020

The most recent federal count comes from the Bureau of Justice Statistics LEMAS survey covering 2020, published in 2023: about 62% of local police departments and about 65% of sheriffs' offices used body-worn cameras, with the latter up from 39% in 2016. Among local departments serving populations of one million or more, use was universal.

No newer federal count exists. Any figure presented as current adoption is either the 2020 data or an estimate. Vendor guides still circulating a 47% figure are quoting 2016.
 

STATE LAW CHANGES THE COST AND RULES OF THE PROGRAM

State law drives more procurement decisions than most agencies expect. It can determine who must wear a camera, how long footage is retained, what is exempt from disclosure, and whether facial recognition may be applied to recorded video.

By the National Conference of State Legislatures' count, eight states require body-worn cameras for at least some law enforcement officers: Colorado, Connecticut, Delaware, Illinois, Maryland, New Jersey, New Mexico, and South Carolina. That database was last updated in April 2021. A broader definition reaches ten states, so check your own state's current statute rather than relying on a national tally.

Three areas where state law bears directly on cost:

  • Retention schedules: A state requiring long retention for certain categories changes the storage line in your budget more than any camera specification will.

  • Disclosure and redaction: Broad public-records access means a larger redaction workload, which means staff time.

  • Recording restrictions: Rules on recording in private residences, medical settings, or during interactions with minors shape both policy and training.

Statutes change, and this guide is not legal advice and does not summarize any state's requirements. For current law, go to the primary sources: your state legislature's own statute database, your state attorney general's office, and the NCSL body-worn camera laws database for a national overview. Confirm anything you intend to write into an RFP with your agency's counsel.

THE PURCHASE PRICE IS NOT THE PROGRAM COST

You are not buying hardware for three years. You are buying storage for three years. Staffing, maintenance, and disclosure work continue for the life of the system.

Federal procurement guidance makes the same point. The Bureau of Justice Assistance vendor-acquisition guide warns that up-front costs "are only part of the equation" and that downstream costs are routinely unanticipated, even by agencies with strong technical staff. A 2024 Department of Homeland Security market survey provides a current comparison of automatic-activation capabilities, another reason to evaluate the configured system rather than the camera's purchase price alone.
 

HARDWARE IS THE SMALLER NUMBER

The Police Executive Research Forum's 2018 cost study of Mesa, Arizona put cameras at $120 each to purchase against $1,147 per camera per year in maintenance and storage. The recurring cost was roughly nine times the purchase price, every year.

RECORDS WORK BECOMES THE RECURRING COST

Storage depends on resolution, recording hours, staffing levels, and retention. The BJA technical discussion notes put 1080p video at roughly 3.65 to 7.55 GB per hour, depending on compression. Multiply that figure by recording hours per officer per shift, the number of officers, and the retention period to estimate the recurring storage line.

 

Staffing is the part agencies underestimate. In the Mesa case study, about 42% of the annual per-camera cost was records and public-disclosure staffing. Officers averaged 25.5 minutes per day reviewing and tagging footage. A 2019 Virginia House Appropriations Committee update described a workgroup staffing standard of one staff person per 75 deployed cameras.

 

Treat redaction as a staffing decision, not a feature checkbox.

THE FULL COST IS MORE THAN THE CAMERA

PERF's full-cost case studies found annual per-camera costs of $1,125 in Dallas, $2,198 in Mesa, and $2,883 in Phoenix. The University of Chicago Crime Lab's independent 2021 analysis put the range at $1,221 to $3,219 per camera per year in 2020 dollars and calculated a benefit-cost ratio of 4.95:1. The range was wide, from 0.95 to 26.51, which shows how much program design matters.

 

BJA publishes a BWC Cost and Storage Estimator covering equipment, infrastructure, storage, redaction, personnel, and other costs. Use it before you set a budget, not after a vendor quotes one.

IF YOU ARE USING FEDERAL FUNDS

Federal programs can cover body-worn camera purchases, and the conditions attached change what you are able to buy. Cost-share requirements and per-camera funding caps affect which configurations are actually affordable, and some programs require an approved camera policy before the bulk of funds is released. Terms change every cycle, so check them directly with the funding source rather than relying on any vendor's summary.

 

One restriction applies regardless of program. Under Section 889 of the FY2019 National Defense Authorization Act, implemented at 2 C.F.R. § 200.216, federal grant funds may not be used to procure covered telecommunications or video surveillance equipment, including systems that use such equipment as a substantial or essential component. Those costs are unallowable, and recipients can be required to repay them. Get a vendor's status in writing before an award-funded purchase.

The BJA vendor acquisition guide gives agencies a practical testing approach. Pilot multiple vendors' systems, control the demonstration instead of sitting through a sales presentation, and require vendors to substantiate performance claims.

TEST THE CONDITIONS YOUR OFFICERS FACE

BJA names the conditions worth testing: night shift against day shift, high heat and cold, humidity and water exposure, dust, and physical durability. Test across the units that will carry the cameras, including patrol, traffic, field interviews, investigations, tactical operations, and public demonstrations.

 

Test every mounting option against every uniform configuration in your agency, including outerwear. That matters because BJA documents a grant recipient whose magnetic mounts interfered with the automatic activation function on cameras it had already purchased.

WRITE SPECIFICATIONS YOU CAN DEFEND

The BJA technical discussion notes identify specifications agencies can put into an RFP: open formats such as MP4 or MKV; 8 to 12 hours of battery life; sufficient onboard storage; and documented recording latency, field of view, durability, and audit-log requirements. Set the resolution and frame-rate minimums for the forensic work your agency expects to perform.

Runtime on a datasheet is measured at rest. A shift is not. Test the battery at your resolution and frame rate, with the triggers, upload, and connectivity settings officers will use.

Open formats matter more than they sound. If playback requires the vendor's software, you have a dependency that outlasts the contract.
 

MEASURE WHAT THE DATASHEET CANNOT TELL YOU

Four things only a pilot will reveal:

 

  • Runtime under your conditions, at your resolution and frame rate, on a real shift, not just the rated figure.​

  • Trigger reliability. Count missed activations and false activations per shift. A trigger that works 95% of the time misses roughly one call a week per officer.

  • Offload time for a full shift of footage, and whether it needs officer attention.

  • Software throughput. Have the people who will do the work run redaction and a public-records request from start to finish.

ASK ABOUT THE EXIT BEFORE YOU SIGN

Ask what happens to your footage when the contract ends: in what format, on what timeline, at what cost, and whether your metadata and audit trail come with it. Ask it in the evaluation, when you still have leverage.

 

Score every vendor you pilot against the same criteria, weighted by what matters to your agency. Ten categories cover it: mission and use case, environmental testing, battery and charging, mount and uniform compatibility, activation and pre-event recording, video and audio performance, upload and evidence workflow, access controls and audit trail, implementation and support coverage, and total program cost. Apply the same weighting to every vendor under consideration, including us.

PROCUREMENT IS PLANNING, TESTING, THEN BUYING

BJA organizes acquisition into three phases: planning, testing, and procurement. The sequence is not linear. What you learn in testing may send you back to revise the original requirements.

 

  1. Planning: Form a working group with patrol officers, records staff, IT, and your prosecutor's office. Talk to comparable agencies about their vendor, their officer feedback, and their storage costs. Document the capabilities you actually need before you look at products.

  2. Testing: Pilot multiple systems in real conditions. Have a patrol officer test the mount and trigger, have a records clerk run a public-records request, and have an investigator find footage from a prior shift. Ask the vendor for a customer reference list, then call the references.​

  3. Procurement: Feed what you learned into the RFP. Score proposals against a weighted rubric agreed before bids arrive, giving the most weight to what matters most to your agency. If federal funds are involved, follow the applicable requirements for competition or sole-source justification.

Policy is not paperwork. On a federal award, it can determine whether funds are released.

 

BJA's Body-Worn Camera Policy Review Scorecard assesses policy across 11 categories and 45 items, 17 of them mandatory, with a passing score of 36 out of 45. Categories include activation, deactivation, data transfer, retention, viewing, training, public release, and program evaluation. Run your draft policy against it early. Policy development can take longer than procurement, and for a federally funded program it may affect access to funding.
